The OKB -1 EF 140 a prototype aircraft was developed in the Soviet Union by German engineers who had been captured at the end of the Second World War. They belonged to the German company Junkers and the Nazis had built a jet prototype Junkers Ju 287 which served as a model. Significant changes were however made by the engineer Brunolf Baade. The EF-140 was a Soviet post-World War 2 jet-powered tactical bomber design continuation of the line begun with the capture of the German Junkers Ju 287. The '140' was a reconnaissance/bomber aircraft, derived from the OKB-1 EF 131 with home-grown Soviet turbojet engines.

By the time the OKB-1 "140" Z became ready for battle, the Allied countries have made rudimentary CLOS (command to line-of sight) missiles a standard equipment for interceptors. Despite the fact that the bomber could evade the missile, they are fitted with flare dispensers to protect them during bombing runs, when evasive maneuvers are impossible.
